Isn't this more related to the fairness doctrine and being allowed to advertise during news? Rush was mostly there at the right place/time. As far as the hate, the character didn't exactly spread joy & happiness did he? Mostly 'Simple Solutions' to complicated problems. Like drug addiction.....

According to one of Rush's old producers, what he did pioneer was during his career was the that it was ok if there were a few seconds without anyone talking. A little air silence is ok.

Being the first in syndication is NOT remotely being an innovator There are too many political commentators in too many different medias to list them.
