If the distributors are setting quotas (mentioned earlier in this thread or another), then they are accountable.

Its still bullshit. If heads need to roll it should be doctors heads. They are the only ones with the authority to prescribe the opioids.
There are definitely some criminal doctors out there overprescribing to make money, but the backlash is that responsible doctors have become afraid to prescribe pain killers when there is a legitimate need. That can be a big problem for people with chronic pain as opposed to someone who just broke a bone or something. For injuries, they usually offer it without being asked, though it's a limited amount, but how many people end up with half a bottle left in the medicine cabinet for someone to use inappropriately?
When big pharmacy is running prime time TV ads for a product to help with opiod induced constipation, you have a damned good idea where the problem lies.
There again, despite the vital people they have on their commercials, you now have a large population of old baby boomers and their chronic pain. Grandma and Granpa can't pinch a loaf. I just got out of the hospital again and the place is full of old people. They want their meds.
