If they fill them and didn't use them someone would complain about them wasting dollars.

Looks like we could use some of that rain. About 20 miles south of me in Lawrence, MA a crew was working on gas lines and apparently way over-pressurized a major line. Houses all over the area are catching fire.
Somebody screwed up good.

As far as the flag is concerned, they leave it there on purpose. They have a sponsor that sends them flags by the box load.
Once it's safe to go out there, they replace it and hang the damaged one on the wall with a story about the storm that damaged it.
