Tally is like next week, and I don't see the 2011 rulebook anywhere...... Am I missing something?

Is there at least a thread that gives a hint of the changes or when we are going to see it?

There may be a thread that hints of the changes, but it is cleverly disguised within other threads, and encrypted using cryptographic hash function. Only Mongo can encrypt and decrypt the thread, rendering it useless to anyone else not employing a length-extension attack technique.

So, no, you can't read it; this is why you feel you're missing something even though it's right there in front of you.
