Excessive fines are prohibited, then apply the 10th
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
Federally prohibited and not reserved to the state means states cannot do it either to me.
Add in the Range Rover was purchased with an inheritance thus negating the it was bought with illegal proceeds argument. Hate to argue for a heroine pusher but give his truck back.

Oh and interesting to me is should all items bought while in the US by an illegal alien be confiscated as they were bought with money from execution of a crime (not allowed to work here)? Can you say wall funding

Well not really limited them, just saying that the limits that apply to the federal government also apply to the state governments. What those limits are will still be decided by the state courts on a case by case basis. Still it is a step in the right direction.
