From the sketchy details in your post, no... but read on.

    Excerpt:

...""a woman who runs a home daycare has been charged after a 4-year-old girl was allegedly put in an unlit utility closet with her hands tied behind her back""...

    Absolutely improper.

Abuse? I would say yes. YMMV

Should this lady be watching other peoples kids? I would say fuck no.

She went way too far for a child that age.

Agreed, but I'd go further and say that there's no age at which that approach would be appropriate.

I dunno, I know a 27 year old that would like that. She would probably want a spanking afterward, too.

    Just sayin...

    :D

Being exposed to that visage on a daily basis is abuse.

Would you lock a 4 year old in a closet with her hands tied up?

Yes that is abuse. Psychological and physical abuse. That woman would look even worse if she had done that to my kid.

The spawn of Dern could shed the bindings in 2 seconds, shatter the door and vaporize what little brains the woman possesses with a glance.

All that and still have to deal with mamma Dern afterwards.

4 yo? Hands tied? Locked in a closet?

How in the fuck can anyone NOT consider that to be abuse?

She reminds me of the nasty lady from the Goonies.

Meanwhile, back at the kid care facilities, the four year old, being as smart as a whip, decided she would do whatever was necessary to get herself placed into the closet so she wouldn't have to look at the ugly face of her caregiver.

Nowhere in the article did I see who reported that this offense occurred.

    "Police say . . ".

    "According to police . . . ".

But the police weren't there when it allegedly happened.

At the least, incredibly sloppy journalism.

When it is the fabrication of a 4-year-old's fevered imagination. Or her parent's.

After enduring media circus around the Little Rascals Day Care fiasco, I take a jaundiced view of initial reports of fantastic abuse reported by tykes or their parents. I prefer to wait until the hysteria has died down, and the facts are clearer, before deciding who to throw under the bus.

That may put me at odds with the majority of the interwebs.

I don't care if it's true or not - we're not discussing truth, we're discussing what has been reported. I don't know if the lady did it or not, that's not what the OP is asking. They asked if those actions were child abuse and my answer remains the same.
