I dont know who the dude in the silver leathers is but he looks to be a sprinting mo-fo! totally got the hole shot.

Why the different colored arm bands?

 

To know who is on the bike.

 

I think it's First, Second or Third rider? If I'm not mistaken they light up so the safety crew can find a fallen rider in the gravel at night as well.
