I read it as same father, different mothers. So that makes her his half sister, related by blood. To each his own, they are not hurting anybody.

The article linked in the OP seems to indicate full-on step sister with no blood relationship. I don't see what the big deal is but then again my entire mother's half of the fam is from West Virginia. I'm used to going to family reunions to meet chicks.
