Mueller begged the Justice Dept to write the letter saying he will only answer questions about what is in the report. That way he avoids answering any hard questions and thus perjuring himself. So he strikes a deal with Nadler to bring in a "deputy" last minute that isn't beholden to the Justice Dept rule and can thus pawn questions off on him, allowing the dem dog and pony show to continue.
