Is the crawl space enclosed? Ground temperature in North Georgia doesn't get all that cold.

Closed-cell spray foam is your best option. As previously mentioned, completely encapsulate everything wood, which will seal your wood from moisture and mold. Closed-cell is 100% sealed and waterproof.

You can get kits on Amazon, but, they’re way expensive (~$780/kit) for the amount of coverage/thickness. For simplicity, ability to get full R-value without having to do multiple layers, and save your personal time, just have a contractor come knock it out in a couple hours.

If you could set up a dehumidifier draining into a cleanout or to the outside of the structure or intake/exhaust fans, that’d be beneficial to eradicating the foam’s moisture. It doesn’t take too long for it to flash and start curing.

Enclosed with some vents but we do get temps in the single digits overnight in the winter. I'm also trying to mitigate the temp difference 1st floor vs 2nd floor

What’s wrong with standard IRC construction?
    Depending on the joist size.
Put in as much depth as you have.. ie. 2x12’s do R38. Or R30 Kraft faced.
A nice added detail would be some 1 1/2” rigid insulation (face screwed to joists) with taped joints and foam the perimeter gap. The Rigid board will also hold it up for long term and add some Rvalue

This will insul. Floor, And you can keep the crawl vented as you like..
