I thought eBay was eating the difference .

 

But buyers (as myself) wait until the codes come along, thereby messing with steady state sales. People like me put a bunch of stuff into their cart and wait for a code. If it's needed right away, I'll just buy it singly, but if I think that a discount is pending, I'll wait.
