So it's been about a year since I took this bike apart ... There are two nipples on the fuel pump, I assume these are over flow, what I can't remember is of there was ever hoses on it since I've had it. What should a track bike have? Nothing? Hose to the belly pan?

Did you mean fuel pump, or did you mean off the bottom of the fuel tank?.. If off the bottom of the tank , they're just the drains... no need for hoses unless you're running a catch-can setup.
