Dad used to like smoked mullet, but I never saw a dip. Mullet is bait, but in Depression era FL, you ate what you could get.
Totally understand that , I would Damn near eat anything if I was hungry enough also . And I’m willing to bet that there maybe edible ( to me ) versions of Mullet dip . But like any food product , it’s in how it is prepared and with good ingredients.

Dad. He tried to find some smoked mullet at Fernandina Beach (long before the resort) on one of our family vacations ('66ish) but no luck. I don't recall him ever mentioning dip. Hell, I don't even remember dip of any variety being a big deal until the 70s.
