Eh, if you've spent any time trying to move water, this isn't all that odd...

 

Seriously, that's the way I was taught. If the plug comes loose and something were to fall in the gap it would hit the ground lug not short out the hot/neutral....My whole house is upside down.

You're right, it is the "correct" way to install them, just not the "proper" way...

 

I’d recognize those signs anywhere. Photo was definitely taken at Rice to Riches on Spring St in NYC. Best rice pudding ever. Right across the street from Lombardi’s.

 

They should at least use a bit of tape to hold the cord on top of the pylon. A bit of wind or someone bumping the cord and that junction is right down in the soup.
