Seriously, that's the way I was taught. If the plug comes loose and something were to fall in the gap it would hit the ground lug not short out the hot/neutral....My whole house is upside down.

They should at least use a bit of tape to hold the cord on top of the pylon. A bit of wind or someone bumping the cord and that junction is right down in the soup.
