USB power commander problem 04 R6

I have the software installed and USB hooked up with bike off, computer sees PC but does not communicate. I turn the bike on for a second the computer communicates with the PC then error message PC there but not cummunicating? Any ideas? I tried reinstalling USB drivers for XP Pro and reinstalling PC software? Just wondering if anyone else ran into this same problem and what the fix was?

The bike has to be running(not simply switched on). This one confused me as well.

I did also forget to mention that I did also try with the bike running, it would read for 1 second then give me the not communicating error.

I did also try a different cable that is known to work.

I've had some bikes where RF noise messes with the usb. Try powering the PC with a 9V battery.
