Lowering the rear will certainly increase rake angle a little, but different offset triples won't affect rake, only trail. To get the rake in the ball park you'll need offset BEARINGS that go into the steering tube. The top bearing will be offset toward the front of the bike and the lower bearing closer to the rear of the bike thereby steepening the rake. Here's a photo of an aprilia depicting what I'm talking about. You can see that the steering stem would no longer be concentric with the steering tube which is how the rake can be changed without modifying the frame (steer tube) itself.
