I’m rarely downtown outside of work hours but I think a Sunday evening in the middle of winter is going to be very quiet.
If you are going to be in proper downtown, you will be fine. Like Van said, winter will keep some of the riffraff down. The problem gets into when you start wandering south and west of downtown.

Waterstreet is a decent enough area. Safe house is fun, service blows, so if you're eating, plan a long time.
