Cbr f3 California model differences

Doing a motor swap on my f3 and come to find out I have acquired a California model f3 that has a bunch of weird crap I've never seen before. Apparently this motor doesn't make as much power as the rest. Anyone know all the differences in a California model f3 than all the rest? I've heard the cams suck in the California model and they make significantly less power.
