I heard they are considering building a new track just outside the city, lots of land available. This has really turned into a shit show. Hopefully the race goes on well.
All the "build outside the city" stuff is pure speculation right now, but it would be really cool for them to work something out with Exotics Racing / Speed Vegas and build out a larger course. It would likely drive up the cost to drive there, but there is plenty of open area to build one and even use some slight elevation change. That course is already far better than the one Exotics Racing had at the LVMS parking lot, but it isn't suitable for much more than the driving experience stuff.
My DirecTV Stream service recorded "FP2" and the file is 4.25 hrs long. Not sure when FP2 started, and I had to skip over the first two hrs of the recording, but at least I have something to watch this evening.

No different than being taken out by another driver or yourself or any other racing incident. Sucks for sure but I get leaving no gray area in their rules, way too many people with agendas would exploit them.
I'm guessing those are stands that have to be moved to accomodate regular road traffic. Sucks for sure.
Majority of that is ridiculous whining, commuting to the casinos has always sucked, they're just mad a couple of the back ways in are being blocked - so leave earlier. Vegas locals are hilarious whiney about tourist things, more so when their entire income is from tourists. Like that in a lot of tourist areas. As much as people keep bitching on social media I've seen packed stands and sky boxes.
It would appear that the ruling body was willing to make an exception in light of the circumstances of the incident in which Ferrari has a 0% responsibility. But another team cock-blocked the move. I am feeling terribly conflicted over that. It's always a good thing to see Ferrari getting the shaft because it happens so rarely. But Sainz and the mechanics who had to build a car at an ungodly hour don't deserve this.
