Because the weight and friction generated on a paved road will destroy those tires in no time.at all. Cheaper to transport it that way than replace them. It is more common to see the tires removed and then placed on a separate flatbed as the "truck" itself. But then you have to jack/crib the vehicle up and install them...normally done by a contracted mobile crew.
