Yep! I'd bet they got caught by the ADA and it was cheaper to lose access to the garage door than to move the exterior door. Even if they came out and made the turn with the building they'd have to reverse the door swing and bring it out far enough it'd block the garage either way to allow for room to make a turn in a chair.

A job I went to look at. The client asked me about these shutters he had a guy hang on his hiuse. There were a few pairs like this. Since I know you're renovating....
The shutters themselves are fine. It's just that a moron installed them. The left side is correct. The right side panel the slats are pointng the correct way. The bottom (wider) rail is at the top. The Zimmerman bar is incorrectly installed on the top rail, just at the bottom. The hinges are installed pointing the wrong direction, and upside down which is the only way to get the slats correct if you install it upside down. There are right and left sides on shutters. I think the most obvious thing that's wrong is that it's upside down. When I showed the home owner, his comment was "I feel so dumb not figuring that out". Lol.
Shutters that actually close? Around here they're just for show and are mounted directly to the outside of the house
