Just talking out my ass but, see the bellcranks and how the coilovers are mounted? My quess is whatever that's in has either next to zero ground clearance or underbody ground effects the exhaust can't protrude into
Looks like it is due to the engine setback in the chassis, making for a lack of clearance to the drivers area, and needing everything to exit the right side of the car.
Likely a drift car. Some background on Tanner Foust's Passat here: https://jalopnik.com/the-story-behind-the-gnarliest-exhaust-in-recent-memory-1821890631 "Apparently a guy came in with a stack of pipe one day and 12 hours later the team had its exhaust."
Oh ive seen that executed before....its not just that they are equal lenght headers but also that two cylinders from one bank and two cylinder from the other bank feed into one collector....something to do with exhaust pulses and scavenging effect. Its called 180 degree header. apparently it helps low end torque and totally transforms the sound of the engine. https://www.hotrod.com/articles/180-degree-headers-help-v8s-low-midrange-torque/
That exhaust design is used on race engines for ovals in particular for the reasons above and it sounds waaay meaner than just normal headers when the engine is at 8000 RPM.
I figured it had to be some restrictor plate racing thing, looking for the absolute most you can get out of X amount of air and fuel.
Who puts a high rise manifold on an engine made for two four barrel carbs , and only puts one on and just plate off the other side
