The idea that a small system of interceptors would be any threat to the Russian Strategic Rocket Forces is laughable at best. Of course, with the elements already in place it'd be far easier to surge and create a system capable of putting a dent in a Russian attack than if we started from zero. But doing so would precipitate a nuclear strike anyway, so I don't see how it's any threat to them. Russia won't be drawn into an arms race because they're broke.
