Yea, if you live on one of the neighborhoods where the shooting is common, it is a grim existence.

For years, the Police and Prosecutors worked to cut the heads of the street gangs that control street-level drug distribution here. They have been very successful and most of the upper level management of the gangs are incarcerated. However, the resulting numerous factions of leaderless gangs have devolved into a street anarchy.

 

If only we could bring Saddam back to restore some semblance of order and rein in the bellicose tribes.

 

Not my point (Saddam), but that is the explanation of how we got to here.

At this point the serious question to be dealt with is: "how do we move forward from here?"

 

Parking lots, build lots and lots of parking lots.
