Is the criteria that the entire country is a shithole, or that it has areas that are exceptionally shithole-y? I think quality of life index might be a good metric here. Some countries are poor as shit, but enjoying their life.
I did not enjoy India but then again I only went out when I was forced to go see shit. I refused to go a second time.
True, some poor countries are very clean and the people do their best to keep the place looking good. That's definitely not shit-holey. For example, I found Rwanda to be very clean, with virtually no trash, despite the fact that it's very poor. The surrounding countries, not so much. SE Asia for the most part, is quite poor, but very clean.
India can be one the most luxurious countries if you know how to travel, and have the means. My former boss traveled to India through some VIP program. People who do not fly international via commercial airliners level of shit. Anyways, they got to hang out at palaces, eat dinners with prince's, private tours, and everything about that trip was bad ass. Never before experienced level of luxury was how I remember him talking about the India journey. No denying that the flip side is extreme poverty

In my experience, and speaking in very general terms, cities tend to be shit holes. Rural areas, in spite of the prevalence of poverty, are more pleasant. There are, of course, exceptions. It's all about critical mass.
