That's a pretty awesome picture. My (now long-time ex) wife had a Spencer replica helmet back in the day for when we used to cruise around on my Interceptor.
If you look at the photo there is also a marker at 19,000rpm which is what the NR revved to in it's last version. It could be that it produced peak power at 19K but they could run it to 21K but no more. I was looking at the fairing and the rev counter/temp. gauge layout too, looks identical to what's on the bike Spencer is riding.
