I don't understand how they can do this legally. You purchased said bike for its street legal ability. Now they can just come along and say nope not legal anymore. The manufacturer should be involved.
You have missed some of the discussion here. He bought a bike KTM AG manufactured for off-road enduro use, with a headlight and tail light. He then added some (not sure what,) items required to operate the bike as a road-legal vehicle, insured it, an legally registered it with the state to receive a license plate. Different states address these types of situations in a wide variety of different ways. Often the enforcement of said state statutes are ambiguous and unclear to citizens. Thus these types of various scenarios occur regularly. Some folks do take advantage of the ambiguity by not fully meeting 100% of state regulations. In this case, PA is just now choosing to require bikes to meet all federal DOT, EPA and other regulations. It seems that they had not previously. @SuddenBraking will be along to affirm or correct my post soon enough.
I've heard this is the best solution to getting a legal tag on a dirt bike. How much do you estimate to maintain the LLC and pay license fees annually? More bikes would bring the average cost down, I would imagine.
You nailed it. Basically, KTM dealers used to let anybody plate anything and then August/September of 2023 the state of PA got sand in its vag and wanted to stop people from having fun so made it where only the FE/EXC bikes could get plated.
We just swap plates around (try to keep the brands correct) when we need to ride one on the street for dual sport rides or whatever. Never had a cop look at a VIN or even ask. Have an insurance card though.

There were some in FL doing that... because my 2018 & 2020 xcw got a street title when purchased new. Then the same dealer hosed me on my 2023 giving me an OHV decal.
Do you use them specifically for being able to plate "gray area" motorcycles or is your use case more so to reduce sales tax and registration on vehicles?
All of the above, and every vehicle older than 10 years and all moto's and trailers and SXS get permanent tags
