No. My opinion entirely. Not an aero engr but am an engr working in aviation sector. Aero topics have been a hobby interest of mine forever. Is it a rules violation? Not sure but i'll assert that given the penalties that it is. Is there a performance advantage? Im 95% confident there is no advantage.
Well i'm not an aero engineer, nor did i stay at a Holiday Inn Express last night, but the Aero people that weighed in on it concur with your assessment. Without seeing the actual flow data in that area of the car, I don't know that anyone can confidently say, but it would seem that it's inside of the air flow envelope so wouldn't have an affect.

Hell, NASCAR DQd Hamlin and Busch a few years ago for having a 2"x5" piece of tape under the wrap that was .012" thick. That was determined to be an aero advantage providing a micro amount of extra downforce.
