Looks like the pneumatic preload for the rear shock, I would guess they just leave it attached to the shock so it’s easier to get to if they expect to be doing a lot of adjusting.
Puts weight on the front. Perhaps also lets him get his elbows forward of his knees to tuck in. The rear sets back so far probably also help that. The guy is 6’o”. Not your normal little guy GP pilot.
Are the rearsets really that far back or has Honda shortened the new frame significantly on the new 24'. Rear subframe looks alot longer than years past. Would be significantly different weight distribution
