I didn't examine the wall in this case but based on every NASCAR/oval track I've ever been to they effectively never get down to bare concrete or metal.
I really don’t think they’ll make a rule about this. If it had went awful and caused a wreck then sure. The guy ran up to the wall and pinned it. You don’t need a rule to tell you that’s risky. Even with the good ol nascar boys.

Therefore, any violations deemed to compromise the safety of an Event or otherwise pose a dangerous risk to the safety of Competitors, Officials, spectators, or others are treated with the highest degree of seriousness. Safety violations will be handled on a case-by-case basis.”
A few years ago, the Safer barriers were extended all the way around the track at Loudon. They are on both sides of the front straight. Installing them on the rear straight makes transitioning between the oval and road course an eight hour job instead of two. I think NASCAR is mostly concerned about a repeat of Michael Waltrip's Bristol crash, when he caught the wall at the gate opening.
I'll bet if this didn't affect Hamlin, the" Chastain" would still be a viable move, Hamlin's a weasel
I believe it's more in place in the hope to never have another Dale Earnhardt style death. Bolstering the lock mechanisms on removable parts of the wall is a bonus....to them.
