    IIRC it would require a petition signed by at least 25% of the voters. That's a high bar when you consider how few people, on average, actually vote in off years.

    If your elected representatives fail to meet your expectations, there should be a method of recourse. In the case of our current President, we need only wait until November to see if he has faithfully adhered to the will of the people. The same could perhaps be said for the senators who voted in the impeachment proceedings.

    And the issue with senators is they only get voted on every 6 years. Romney isn't up for re-election until 2024. He begged Trump for an endorsement and then stabbed him in the back over a totally bogus impeachment charge. If Trump was actually guilty of an impeachable offense, I would expect him to vote to convict. He clearly wasn't and Romney defied his constituents who in the polling I've seen opposed impeachment and removal by 75%.
