I must’ve missed the time when having a phone became some sort of right that others must pay for. We pay for the phone. We pay for a monthly subscription. Now we should pay to use it? What’s next? We tax emails to provide computers for all?

Explain this silliness. Impervious Surface Taxes... This tax is an annual fee on impervious surfaces such as roofs, driveways, sidewalks, garages, and any other surface that could create drainage problems and water contamination situated on property owned by an individual or a business.

Simple...impervious surfaces create runoff that has to be dealt with downhill, most often on other people's property. You can charge everybody the same, including raw land, or you can charge those with larger areas of impervious surfaces. Developers love to turn over roads and detention/retention features over to local government to handle. It costs to maintain them, and the costs increase as the EPA sets more stringent standards for runoff.
