wait, so the law just allows citizens to pump their own gas in those rural counties? It doesn't require full service stations to shut down and become self-service stations...

WTF? The only gripe I could see would be if they didn't offer a discount for DIY. Hell, I can only think of one full service station in this area, and even they have a self serve island.
