    Hwy toe, if he wants it, pm me his address and ill get it to.him..its never been used. I.wouldnt throw it out, just add it to.my oil can collection and weird antique vaporizer I found a few months back. but if he's into these sorts of things, its his.

    Possibly used to wind or tighten something? If the star is stationary maybe the V-shape locks against something while the teeth fit into a gear or slots that you could then turn with the handle. And shit.
    Just riffing here.

    I've only seen the hand launched phosphorus type. My father used to bring them home and fire them off out of the backyard when we were kids and that milspec stuff was easier to get. You pounded it on the ground to detonate it.
