If you spent a bunch of money up front making a really clean efficient building now they force you to try to spend a fortune trying to make it 30% more efficient? The next building over was thrown up as cheaply as possible, and it will cost them next to nothing to make it 30% more efficient. Heck if I was building or renovating a building there now, I would intentionally design in an inefficiency that was cheap and easy to get a 30% improvement on and wait until the law hits to "fix" it.

Thirty percent more efficient? What a piker! If all you have to do is enact a new regulation, let's make all buildings eleventy million percent better! And add seventy two bathrooms to be gender inclusive. Plus eliminate sugar from all of the office coffee. And add condor nesting boxes plus wind turbines!

You can make rope from it and you can make clothes from it and a single drop of hemp oil will lubricate the chain of pot smoking dirt hippy for a year and you can make bio fuel from hemp but you don't want to do that because of global scamming and you can smoke, errr, make hacky sacks from hemp and beans . . .
