Read up about the Confucius Institute system that was established at research universities across the nation. They have research extraction down to a science, and really are prepping for the long game.

Our company keeps the subsidiary in China on a very short leash. The Germans leave us alone as long as we send enough money every year but they are constantly travelling to Shanghai and making the director there go to Germany and spell out every step. IT is very tight with them as well. No one trusts China even when they are part of their own company.
