    I live in a town with massive supports for homeless people as well as generous drivers and cheap cannabis and strong resistance to pro-work reforms. Social programs always grow due to attracting people who use these services. Its works kind of like an Amazon HQ2 for the gimme class. Open a high tech company and you attract high tech workers. Open a vein and you might get a leech. :)
