    Is a felony state or federal?

    Usually local unless they violate federal law or cross state lines, I think.

    If they find evidence of the bikes being moved over state lines or out of the country, then the feds might pick it up and charge them on the federal level.

    These are felony charges. Generaly speaking, misdemeanors are crimes that have a max sentence of a year. Everything else would be a felony.
