I remember years back hearing that all the arms treaty was, was a feel good measure to get rid of our old crap. No idea how true it was, but don't doubt it was at least half true.
Not like they haven't known all along Russia was ignoring it - and the treaty covered testing not development right?
Don't any specifics about missiles but I do know that for many years Russian U-235 was down blended and turned into power plant fuel. That ended about 8 years ago, best I can recall.
