I have a line on a racer / mentors 2000 NSR 250. He gave it to his mechanic as a git and now it may become mine if I can work something out with the mechanic. What should I offer and is it stupid to buy one now that they are basically gone. It is on my bucket list to ride one. Wife is not happy and it would be a stretch financially.

How much and what kind of shape is it in? Probably not a 2000 but if it's a 1999, it's a MC28. Like Krooklyn said, they stopped making them in 1999.
It is an NSR. It was imported by a friend of his that was racing it in Japan. It's been sitting in the mechanics shop holding old magazines. Wife is not happy I'm considering it. I haven't been able to afford to join you gentleman racing yet. It's no rush to buy hope the wife gets a yob so I can get it. And yes it's all the kid in me.
Which makes them race bikes. The OP says it is the NSR (street) rather than the RS (track only) but that it was being raced in Japan. I consider that question settled. and shit

The NSR250 (track only) was a regular entrant (and front-runner) in the world championship (I'm talking GP, if there's any confusion left) for many years, including 1999. The NSR250 (street) which can be turned into a production race bike is an entirely different animal. So, you were saying it's settled?
