Inop clutch and brake levers... Bleed or seals?

I have a Ducati 998 that's been in my house on display for about 7 years. I start it several times a year, but haven't ridden it.

Front brake and clutch levers go to the clipons. Pumping does nothing.

Is it common for master cylinder seals to fail, or is this just simple air in the lines after so much time?

Any help is greatly appreciated :)

contemplating this myself on 2 bikes that have been properly stored in my garage. I would start by checking & cleaning caliper seals and screws. Then bleed the whole system with fresh fluid. In my case the bikes are probably nearing 20yrs old... so depending on what I find will dictate next steps I take. I dont plan on racing my bikes so not going to any extremes.

Occam's razor: Bleed first. Troubleshoot if anything goes egregiously wrong.
