So you put a set of aftermarket 4-into-2 pipes on your CB650, it runs lean and you're too lazy to re-jet the carbs - just stretch a section of inner tube over the pod air cleaners to restrict the airflow. These were on a bike my son-in-law bought last week. Surprisingly, it doesn't run too bad, will even rev to redline out on the road.

That is pretty common on mini sprints. Most run R6 engines and it is not uncommon for them to tape up the air filters to restrict the air a bit. But they are also running restrictor plates in that class.
