My friend is searching for this foam type material and she's driving me crazy asking me to find it for her. She found it at a swap shop (wtf) and it works perfect for her project and now she needs more of it. It is elastic length wise but is reinforced with a thread type material on one side and does not stretch width wise at all. It feels like a silicon material and you cannot tear it. About 1/8" thick and it came on a roll I'm not sure how wide. I thought it might be some kind of sill seal for foundations or some other sealing but came up with nothing.

I'm with this guy. I just threw out half a roll from an old project I did. Google "whisper pad underlayment". That's what I used and it looked exactly like what you posted.
It reminded me of this joist gasket tape, except the fabric backing. But it does look like stuff used under pergo laminate flooring that I installed years ago. http://www.tmsoundproofing.com/gasket-tape-1-x-100.html
