Who has said they draw it? I haven't read that one. They are it - yes by enforcing it - but overall they don't choose where the line is, the lawmakers do that, they just walk along it.
I used to do collections in inner city Rochester,NY and Buffalo, NY when at the time had one of the highest drug and violent crime rates per capita. If you are trying to imply that I’m somehow naive or I am unable to differentiate the dynamics involved between rural and urban environments, you would be wrong.
You dont even know racism until you get a few varieties of Asians together. My Korean friends are vicious when talking about the Chinese and my Chinese friends HATE Japan. I'm talking vile hate.
My father was no fan of the Japanese....but that had more to do with WWII than anything else. I assume that that's what is going on here. Doesn't make it racist...well maybe in my Dad's case. Asian is Asian...that maybe tribalism.
