Because there’s not a reason or an ability to enforce them in the manner you wish for them to be enforced. That’s why your solution to transportation was “catapults”.
My real answer to such an idiotic question would be "It would depend on where they came from, duh", however catapults was shorter and way more fun to type. I'm not assuming all illegals come across the southern border so there is no single answer on how to transport illegals back to where they came from.
