Cant adjust preload after fork seals, showa big piston fork

I recently re-did the fork seals on my 2015 cbr1000. I backed out preload and damper settings before taking them apart. Put them back together, one fork adjust fine the other I can only get about 4 turns of preload in, stock setting was 7 1/2. What did I mess up?

 

Pop the cap back off. Spacers could be out of place above spring.

 

If same as gsxr bpf maybe you turned bottom spacer up side down.

 

Ok thanks guys. First time with these forks and just needed some ideas on what I could have even gotten wrong, they are pretty simple forks when just doing the seals.
