None of this makes sense to me. The only place that I am aware of that still uses a wet barrel hydrant is California. Dry barrel hydrants have breakaway safety flanges, and will not spill water out if destroyed. The only way you are getting water out of a dry barrel hydrant is if you open it with a wrench or blow the entire hydrant with explosives. Leave it to someone in Florida to find a way around that.
