I am attempting to make my own bellypan and
could use any advise/help. The rulebook says
must be able to hold 5qts but I would like
more details, such as how high it should be on the sides how far front to rear ect.. I
ride a Seca 2 so nothing is avaiable aftermarket wise besides Im on a budget why
else would I be racing a Seca. The odd layout
of the engine, frame, exhaust is causing me
some difficulty but with some advise I think
    I can do this.

Do your best and I'm sure it will be fine - the 5qt's part is more of a guideline for now than a firm rule. It was the easiest way I could think of to get people to cover the bottom of the bike completely instead of duct taping a beer can to the bike and calling it a belly pan... If it covers the bottom of the motor area and holds close to 5 qts and won't fall off - it'll be legal.
