Trying not to break open your "shell" of opinion, we don't know the man, or what he and his wife talked about after her little sexual excursion or what decision they arrived at. Couldn't find anything that says he was underage and having relations with her (and you won't be able to either), but I would question the normality of a man who marries a woman old enough to be his mother, and then some.

Looks like he got a job in a government agency that hires all its people from the school he attended (The Inspectorate General of Finances).
Employees of that agency work 4 years and are then guaranteed high paying jobs in government or industries that the agency deals with. Sounds more corrupt than politicians here.
Then he served as an appointed member of a previous ruling socialist party, but quit that to start his own party which appears to stand for everything and nothing. He says he is neither left nor right. I know, that's politics, but having no conviction doesn't suggest good moral character.

Polls are looking an awful lot like the pre-election polls here. Le Pen is looking pretty good, only a 1 percentage point difference behind, and there is no doubt what she stands for. Cops getting shot right before the election can only help her chances.

 

Age of consent in France is 15. Don't know about the restrictions on teacher/student...don't care enough to look any further.
